A Billboard article shown here states that the playfield turntable rotates even when the game is not in play. The schematic indicates the operator can option this turntable to be either on or off during Game Over mode.
A later game with a rotating turntable of pop bumpers is Sega Enterprises' 1977 'Millionaire'.
